iwlmvm: mvm: set correct state in smart-fifo configuration

commit 849a9627299100ae3f0ce573fc87d2b476f3bb59 upstream.

Currently the state sent in SF configuration is always
FULL_ON.
This commit sets the correct state (e.g. INIT_OFF
when station is not associated).
