Implement a basic MCCodeEmitter for PPC. This doesn't handle

Implement a basic MCCodeEmitter for PPC.  This doesn't handle
fixups yet, and doesn't handle actually encoding operand values,
but this is enough for llc -show-mc-encoding to show the base
instruction encoding information, e.g.:
