Fixes the Atomic implementation if compiled by MSVC compiler. sys::cas_flag should be long on this platform, InterlockedAdd() is defined only for the Itanium architecture (according to MSDN). Split the ENABLE_THREADS #define in two. Now ENABLE_THREADS indicates the ability to run multiple threads at once in the JIT, and requires only mutex support.
