Rockchip cpuinfo device tree bindings

Required properties:
- compatible: Should be one of the following.
 - "rockchip,cpuinfo"
- nvmem-cells: A phandle to the ID data provided by a nvmem device.
- nvmem-cell-names: Should be "id"
