Subject: ENABLE_EXPENSIVE_CHECKS shouldn't know how rtti is enabled, let REQUIRES_RTTI handle it.

ENABLE_EXPENSIVE_CHECKS shouldn't know how rtti is enabled, let REQUIRES_RTTI handle it.
