make decodeVarint accept StringPiece

Summary: `decodeVarint` now accepts all of `StringPiece`, `MutableStringPiece`, `ByteRange`, and `MutableByteRange`.

Test Plan: fbconfig -r folly unicorn/utils && fbmake runtests_opt -j32
