linaro/configs: Update big LITTLE MP fragment for task placement work

CONFIG_HMP_FAST_CPU_MASK and CONFIG_HMP_SLOW_CPU_MASK must be set correctly by
user platform. For now they are marked 0-1 and 2-3.
