DI: Remove DIDerivedTypeBase

Remove an unnecessary (and confusing) common subclass for
`DIDerivedType` and `DICompositeType`.  These classes aren't really
related, and even in the old debug info hierarchy, there was a
long-standing FIXME to separate them.
