logging: add a FileHandlerFactory class

Summary:
Add a new LogHandlerFactory interface for creating LogHandler objects from a
LogHandlerConfig.

Also add an initial FileHandlerFactory implementation capable of creating
LogHandler objects that write to a file descriptor.
