Debug Info: code clean up.

Use EmitLabelOffsetDifference for handling on darwin platform when
non-darwin platforms use EmitLabelPlusOffset.

Also fix a bug in EmitLabelOffsetDifference where the size is hard-coded
to 4 even though Size is passed in as an argument.
