[objc-arc] Add the predicate CanDecrementRefCount.

[objc-arc] Add the predicate CanDecrementRefCount.

This is different from CanAlterRefCount since CanDecrementRefCount is
attempting to prove specifically whether or not an instruction can
decrement instead of the more general question of whether it can
decrement or increment.
