build: @ENABLE_THREADS@ => @LLVM_ENABLE_THREADS@

Makefile.config does not have the value for ENABLE_THREADS substituted as the
variable is called LLVM_ENABLE_THREADS within configure.ac.  This was pointed
out by zygoloid over IRC.
